The Application of Remote Sensing Technologies to Marine Pollution Monitoring and Response

The Application of Using Satellite Imagery and Remote Sensing Technology on Marine Monitoring and Pollution Responses is a project that applies satellites such as FORMOSAT-2 and SPOT series to monitor marine areas regularly in Taiwanese marine territories, as well as to use Unmanned Aircraft System (UAS) in field investigations. The goal of applying such remote sensing technology in Taiwanese Main Island and the inshore areas is to control marine pollution and clarify the responsibilities caused by the polluters. Such actions can also be efficient evaluated on damages. The main accomplishments of the project are: 1. To conduct the task of monitoring cargo discharge platforms, oil dumping areas and other relevant sea water areas this year, as well as to coordinate with permissions in regulations of marine pollution prevention. 11 hot spot monitoring tasks, in addition to 11 day/time monitoring tasks in the Taiwanese inshore water areas have all been completed this year, no pollution was found. 2. The completion of evidence collection in marine pollution emergencies this year, including the support for 4 marine pollutions, the application of satellite monitoring for 62 days, and UAS monitoring for 45 days. 3. To manage and establish the monitoring mechanism of the suspected cargoes. 50 cargoes from the previous records have been allocated and are being monitored this year. 2 monitoring tasks in Mailiao Harbor have been completed and analyzed, with a total number of 2,002 cargoes and among them successfully targeted LIANG SHENG and SC AURORA high-risk vessels, no pollution was found. 4. For the "ESTABLISHING SATELLITE-BASED MARINE OIL MONITORING COLLABORATIVE ACTIVITY" extension, is expected to be extended to October 2023. 5. Coordinate training courses for local government environmental executive units to improve their investigation ability and revise the investigation assessment process on marine monitoring around Taiwanese maritime areas.
